Upgrade to a newer GPU (even a used Radeon RX 400 series or GTX 900 series) for proper Windows 10 driver support. If you must use the HD 4890, stick to Windows 8.1 or Linux (where open-source radeon drivers still support it perfectly).
Run the installer. It will extract the installation files to C:\AMD\Support\... and then launch the setup wizard.
If you want to try the last official driver (Catalyst 15.7.1) on Windows 10 64-bit:
